Have the homeowner take photo to home center or paint store and ask for recommendation and buy product.  Let the homeowner try in one section and if they like the results, you can do the work.  I think there will be some shading of the white left.  You will spend too much of your time running around trying to clean this with probably not the results either of you like.  In my opinion it is best not to try and do too much outside your area of expertise.  They can always buy the next bigger shutter size.

Agree with Mike, sodium hydroxide as a paint remover and then 3,000 psi no, no, blaster.

A hot water pressure washer should remove the paint pretty easily. If a hot water washer isn't available, apply a paint stripper or sodium hydroxide, and pressure wash off after adequate dwell time. Repeat if necessary.
