Iron deposits or???

I tried F9 on fiberglass that has brown staining from a well. I'm originally from WA. State so I saw this as Iron and thought the F9 would work since it does so well on rust....but it didn't even show a hint of removing the stain.

No pic's, sorry....Ideas?

how did you dilute it? and pics would really help.
