Any rule of thumb on how long wood restore should be applied  before rain?  Also, does wood restore have an more effective temperature range for the conditioning agents etc. to soak in to the wood?

It certainly should be allowed to dry. I'd also keep it above 40 degrees.

Can customer stain over wood restore? Or should we just rince well and let dry, before staining?

Mardy,

Once the surface is dry Wood Restore has already soaked in. It is now OK to stain or seal. Give it 48 hours just to be safe.
