Any Way to Remove This?

I have a situation I am hoping someone can help with. We cleaned a house 6 weeks ago. Owner has not paid us and keeps coming up with reasons why.

This week when I called him he said he just noticed these streaks on powder coated aluminum. Looks like my ground guy did not do his job.  We went the next day and tried to the remove the streaks. They are in direct sun and have been baked in for 6 weeks. I tried bleach wash, car polish, everything I could think of but nothing helped. If anyone has any ideas I would appreciate it.

Randy, I've done aluminum restoration like this before, and was unable to get any chemicals to remove it. I used Mr Hard Water Stain powder with a buffing wheel attached to a variable speed polisher.

Here's some before/after pics of a sample area I did. The contractor had severe oxidation and mineral buildup of years of neglect. This took it right off. I used a white scrub pad cut into a disk rather then the steel wool or blue pad.
